The Future of NATO towards a Multipolar World following the Strasbourg - Kehl Summit

Let me first of all congratulate the organizers of this meeting and the Italian Senate for its hospitality.

I would like to raise four points which I think are important for the Strategic Concept of NATO.

The first is the cohesion of the Alliance. This is not so much a matter of solidarity but it is more related to the confidence the Alliance provides to its members for their territorial defence, regional stability, energy security, climate change, cyber defence, and all known threats and risks related to terrorism and weapons of mass destruction. This cohesion has to be complemented with closer cooperation with the international organisations (EU, UN, OSCE, regional organisations, etc…) in order to manage security challenges.

The second point refers to our obligations coming from the democratic core of our traditions. The fact that NATO is an alliance of democracies and not a group of common interests obliges us to involve our citizens in the democratic dialogue for the issues related to the Alliance. We have to respect the democratic values and the human and individual rights when thinking how to deal with the threats and risks.

The third point is prevention. Everything should be done to avoid the violent escalation of conflicts. The use of force should be the ultimate mean and decided within the framework of the UN.

In order to achieve prevention we have to focus on development and security as basic pillars of a global peace strategy. There is not a strategic challenge which can be faced with purely military solutions. The Alliance is a political and military organisation and the solutions applied in every mission have to be comprehensive in order to be more effective.

And the 4th point regards our military capabilities. We have to reconsider the limits on resources. The defence budgets are still based to a large extension on a Cold War perspective. Today, many threats have been transformed in non-conventional or asymmetric risks.

The new Strategic Concept has to focus to the new threats and risks which are more difficult and complex than ever before, especially those linked with the peripheral instability as a result of the financial crisis.

Multipolarity in the world needs broader solutions and a broader spectrum of capabilities, but keeping the values and rights we are based on for years.
